IN is that high so you can get lot of skill points early on and fight against gifted trait, having it 10 also means you don't need to enter Sierra army depot for memory module and thus you can get good ending for New Reno if you wish. The way finesse trait works it will add +30%damage resistance to your targets while you get +10% more crit, but when ever you do critical hit the damage will ignore all resistance anyway, when you're at level 21 take mutate as perk and get rid of finesse as it becomes obsolete with 24 lvl perk called sniper, anything that add crit% is obsolete after that.
Traits Gifted, Finesse or small frame to get extra stat, (you don't have to take second trait at all) I personally don't like fast shot cause then you cannot make aimed shots to eyes and groins, nothing is more fun than using a cheap shot to the balls making them scream for mommy. Is this your first time? Take gifted as trait, you don't even miss the skill points you lose in trade and you can use stat points for IN to make up for it.
